Humanitarians seek more data on Leh

About 40 representatives of NGOs currently working or that propose to work in Ladakh had a meeting with the Relief Commissioner, Mr. Jigme Thapa at the District collector Office in Leh on 12th Aug 2010 at 6pm.

The following are some of the outcomes of the meeting:

– Agencies were informed that the district authorities do not have a comprehensive list of affected villages yet. They currently have a list of 34 villages compiled from a variety of sources. However, the Relief Commissioner informed those present that this list may not be exhaustive.

Upon being informed that agencies had also compiled a similar list of affected villages, the Relief Commissioner suggested that the representative of Sphere India share all available information with the district authorities to compare data and prepare a final list.

– Agencies were also informed that the district administration did not have any significant data on the extent of damages or needs in any of the affected villages.

Such information would only be available once the Revenue Department begins to carry out detailed surveys, something which has not yet begun.

It was suggested that agencies carry out assessments in each of the affected areas on the extent of damages and needs using a standardized format. The Relief Commissioner highlighted in particular the need for enumeration – gathering details (names and exact numbers) of those affected.

– In light of the specialized requirements of different sectors, it is proposed that Sectoral Working Groups will be formed. These groups would be advisory in nature, and it would work to guide the rehabilitation operations of agencies. Sectoral Working Groups on the following areas were proposed:

1. Shelter 2. Water, Sanitation and Hygiene (WASH) 3. Food and Nutrition 4. Livelihoods 5. Education 6. Health
